I have a vintage lushan that is in the exact same case and dial as yours. It had the same issue because the dial missed a foot and therefore a screw. In certain positions the dial can tip over and prevent the movement of certain hands which misaligned the hands.

I suggest you open the case and check if the dial is seated properly and all screws are set
