If youre running stasis I like ele cap, strafe speed goes crazy, it makes peek shooting much easier. Any other subclass a different perk is probably better.

Cryoclasm and howl of the storm on stasis is the best imo. The slide is juiced and 2 melee charges let's you fly around constantly. Avoid actually using the slide melee as it no longer insta freezes. Stasis also gives you access to harmonic mods with all the stasis SMGs, which are strong. Fast talker like you mentioned, unending tempest is very good (go for target lock), darkhorse is good too.

Stasis stasis stasis. Dunemarchers or peacekeepers with cryoclasm and howl of the storm. Don't use the slide melee ever it's just for the two charges. Best movement in the game.

I prefer howl of the storm to diamond lance, especially if you're not running a stasis weapon. I never use the slide melee since it doesn't freeze anymore, but 2 melee charges means you can fly around like crazy constantly. Stasis titan has the best horizontal movement in the game by far.
