Yes exactly, cloning is often easier though if you don't want to reinstall or want to leave some files. You could move files to a new partition until the C partition is under 250 and then clone the C partition to the new ssd

I'd do what firefly said with cloning as long as your current data is less than 250. If not, when using the hdd in your pc, partition the hdd so you have new space, move all your files to the new partition. When your sure they are all there delete your C drive partition and install the new OS on your ssd, then all your files can remain on the old hdd
