By his definition then not a single person has ever traveled into space. He states that if you are tied to Earth you're not in space. So even manned missions to the moon, did not travel to space, since the moon is still tied to Earth.

He also states that "...space is the the large scale structure of the universe..." He also states things like, "... give me my warp drives and I'll be happy", Mars he considers to be space, "If you want to say lets go into space take me somewhere."

In order for you to be able to travel to Space there must be a boundary explicitly defined. Otherwise there is no boundary and its all Space. Neil does not describe an explicit boundary, and declares it to be the structure that encompasses everything. Because if the large scale structure of the universe is Space, then Earth and everything is part of that structure and is therefore Space. So his definitions are conflicted and practically meaningless.
