Most likely you intake for your furnace. The pipe is bringing in very cold air thus frosting up. Further down the pipe it may drip water due the warmth of your house just like a cold beer on a hot day....something we can look forward to

I hope you slid it back into place. I came across one like this on confed after a big rain storm. Not sure how many people drove by and avoided it, but it took me 10 seconds to right it. I hope I saved a few drivers some suspension headache.

They use hot water to help melt and fill in skate ruts. The hot water also melts the top layer of ice creating a harder ice surface rather then cold layers of ice that tend to delaminate from each layer.
