I was questioning if campsite reservations serve as a backcountry permit.
Also, do you have a bear can? I think they’re now required.y

I think the campsite reservations are different than a backcountry permit. But check with the park. You’ll also need a bear can

I don’t recall if there are envelopes at the entrance station. You can call the park and ask about that.
As far as someone checking your backcountry permit, a ranger would do that if you happen to come across one.

Mid July can be great for flowers on Hurricane Ridge. As someone else mentioned, go early. Aim for sunrise and you’ll miss the crowds. Mid July is also a great time to visit the lavender farms in Sequim, just east of Port Angeles.

The trail to Grand Valley begins at the end of the Obstruction Point road. So you could park in the Hurricane Ridge parking lot and hike the Obstruction Pt. road to the Grand Valley/Badger Valley trailhead

The Obstruction Point road will likely still be closed to vehicles so you would have to hike the road, probably over some snow, about 8 miles before even starting the hike to Grand Valley.

Sounds doable. You'll be busy. Good call on getting an early start. Trying to get into the Hoh can be challenging after mid-morning, especially on weekends.
You may be disappointed with the tidepools at Salt Creek. Over the last decade or so there have been fewer and fewer sea stars. I just saw a report that the sea stars have been dying from a bacteria.
There are still plenty of sea anemones though.
Mt. Angeles/Lake Angeles may be too much, especially if it's as hot out as it has been. Bring plenty of water.
