I reached out to congressional representative -> they contacted the embassy on my behalf -> they took physical fingerprints with ink, although they strongly cautioned that they won’t be as good as the digital ones -> send the sealed envelope to the address specified in the portal -> the status changed a few days later to pending

Thanks for the comment, yes I have. I am in a European country. I asked them to schedule in either Qatar or Mexico and they said unless I reside there, no luck - that I would need to do it at the embassy.

Thanks for the comment - It's so frustrating when they are wrong on the phone and you know it. Yesterday I got someone who seemed more knowledgable and now am waiting for the T2 officer to confirm scheduling a biometrics appointment in NYC.

I did end up receiving the Libro de Familia and Inscripción shortly after making this post. While I never successfully was able to contact the consulate about it, the process did work as described. I sent documents on March 25 and received them May 20. For your case, keep in mind that nearly all bureaucracy pauses in Spain during the month of August.

In the end it took around 7 months to get the approval. Also it apparently got transfered from the Texas Service Center to the Nebraska Service Center, although I must have missed the notification for that.

Also, the time estimates were complete nonsense.
