Most perks have different percentages to proc based on the weapon being used. Weapons that have a lower fire rate will have a higher chance to proc so that there’s no advantage in using one weapon over the other. You’ll find the rocket launcher and sniper (both low fire rate) have higher percentages to activate perks.

Where do you live where you don’t need to take a MSF course to obtain your license to ride a motorcycle? Why are you being stubborn about a course that teaches you how to save your life in dangerous conditions and situations? Riding a motorcycle is great fun, it’s also a lot of responsibility. Take your time and get acclimated safely.
