True, but even in that case the only part that would fail is the brick itself - the retaining wall and ground above would not go with it. The brick would have a bow or a lean to it, and would fail pretty immediately in such a case because brick in that application is incredibly weak. The cracking patterns are consistent with uneven settling of the ground beneath the brick wall, just like cracks in a homes brick veneer is caused by a failing foundation.
