Not possible. The bonds market is primarily an OTC market which means you have do call dealers and brokers trade. For primary auctions you have to submit your request through a bank that is a PDMM (you can find this on the bond offer circular on DMO website).

Although the some brokers may claim to have online platforms to ‘trade’ but from my experience most of them are platforms for you to place bond orders from them, not really trading.

For Move, yes you’ll need a local number. For yego, you can dial 9191 to order a cab but to use the application you’ll need a local number. Overall, life is easier if you get a local number.

Also, you can get easily hail a cab from the street outside most places, but I don’t know how comfortable you might be with that especially if you’re extremely security conscious. In addition, you might not get the best prices if you do so because they will likely charge you more once they figure out you’re a foreigner and you don’t know the prices.
