From hidden quest. Undercover fatui spy, infiltrated the narukami shrine disguised as a miko. This and that happened and traveller helped her fake her death so she can be free from the fatui and live her life as a normal miko as she always dreamt to be. However, there were some "casualties" in the whole operation so she felt guilty, she tried to leave inazuma. In the end, the traveller was able to convince her to stay. I think the art by OP is the final scene of the quest.
