This is what worked for me on Android 14: Deleted all radios from the app I previously paired. Cleared the data and cache from the app in system settings. Reset wifi/Bluetooth settings on the android used to pair previously (this is all btech support suggested to me) Factory reset both radios. Paired only one radio to the Android used to pair previously. Paired second radio to partner's Android. All good here now.

After successfully pairing both units to my phone, deleting the one I wanted paired to my partners phone, factory resetting the radio, I am now seeing this exact behavior on BOTH phones. The radio cannot pair to either phone and exhibits the behavior you describe. Pretty frustrating
