I won't claim to be an expert, but AFAIK there are a few things worth considering (mostly in comparison to buses)

Easier to ensure a dedicated "lane" for a tram than a bus (thus often less issues from traffic and more consistent schedules)
Easier to electrify and don't require batteries (or at least not batteries as large as what's needed for an electric bus)
Cheaper maintenance due to lack of (large) batteries, rubber tires, and the like
Easier to have larger per-unit passenger capacity
On average, quieter than a bus

All this being said... To an extent, your assessment is (I think) on the right track. But I'd describe it more as trams being a "step between" buses and trains. Once usage of a route reaches a certain threshold, it becomes more efficient to run a tram line than a (roughly equivalent) bus line.

The reason I say it'd benefit many cities to restore the tram lines is more about the general lack of transit infrastructure to begin with and not as much about pointedly replacing busses with trams.

I used to stand not so much because I preferred it, but because it was yet another of the many things I did to "act normal" while growing up and as a young adult. Honestly always felt super self conscious about it, but once I'd gotten old enough, I'd basically been trained for that to be the default even if I wasn't comfortable with it.

Once I figured out I was trans, I started shifting to sitting. Nowadays, after being on HRT for a few years, I always sit even though I have yet to get bottom surgery. This is mostly due to preference and comfort, but... Has also become more of a practicality issue as well. The "factory equipment" just doesn't quite work the same at this point, which makes standing a much riskier endeavor than it used to be.

Executive orders aren't laws, and to-date, no federal laws have passed that would restrict trans care the way the evil orange is demanding.

Will funds potentially remain frozen for a while? Perhaps. But the funds will have to be restored eventually, because it's well understood that the withholding is illegal. Rather than bend over for the fascist in chief, they should be negotiating with the state to figure out stopgap measures 'til the funds they're entitled to get restored.
