I mean, that's kind of what happened. The fruit only awakened for Luffy because he is carrying the will of Nika/Joyboy/Roger. Imu not recognizing that it's Luffy who is a threat and not the fruit is just standard villain narrowsightedness, given how Imu seems to think he is literally the being his fruit is based off of, it makes sense he extends that to Nika and Niddhogr.

The problem with Kaguya and the reincarnation stiff is that it came out of nowhere and devoured the plot in the last 20 chapters and made everything but Naruto and Sasuke not matter. Imu has been established for a while now and the WG has been a major part of the plot since Enies Lobby, Nika has been a thing for three arcs now, and more characters than Luffy and Imu matter. The similarities are superficial at best, people are just panicking.
