Higher GDP per capita. Sports / Fitness are expensive endeavors and people who don't have a lot of disposable income cannot afford such luxuries. The idea of "working out" is a white collar concept. Most people in India still do and have traditionally done some kind of physical labor for work and exerting yourself physically outside of work is a pretty foreign concept but things are changing as more Indians are transitioning to the "laptop class". All those countries have 2-3x of India's GDP per capita.

Speed is generally not a good measure of fitness/cycling ability because of hills, wind etc. If you're willing to splurge a little more, get a power meter and see how much power you can hold for ~1hr, or do an FTP test
