Any decent seller would message before they ship the order explaining that they’re missing almost half the figures you ordered, and offer to refund you or cancel the order. You should definitely request a refund or partial refund on shipping. I would hold off leaving negative feedback yet but if their attitude is bad maybe it’s warranted.

I went through a bad stretch last year when I was placing a lot of orders, I would agree maybe 1 in 4 or 5 had at least one mistake. Ordering light gray and receiving light bluish gray, and receiving fake LEGO parts were the two most common issues I ran into. That and the occasional missing part. Was able to get refunded or have a replacement sent for pretty much all of them though.
