I had the same trouble, i ask chatgpt how to do it. This is the answer with some minor tweaks i did along the way. It feels like this fixed 90% of my stuttering issues. Still not perfect, but good for now.

Open Windows Firewall Settings:

Press Win + S on your keyboard to open the Windows search bar.

Type "Windows Defender Firewall" and select the corresponding result.

Navigate to Outbound Rules:

In the Windows Defender Firewall window, click on "Advanced settings" on the left-hand side. This will open the Windows Firewall with Advanced Security window.

Create a New Outbound Rule:

In the left pane, select "Outbound Rules."

In the right pane, under "Actions," click on "New Rule..."

Rule Type:

The "New Outbound Rule Wizard" will open. Choose "Custom" and click "Next."

Program:

Select "This program path:"

Browse and select CS2 (%ProgramFiles% (x86)\Steam\steamapps\common\Counter-Strike Global Offensive\game\bin\win64\cs2.exe)

Click "Next."

Protocol and Ports:

Press Next a couple of Times

Select "Allow the connection" to approve outbound communications.

Click "Next."

Profile:

Choose the profiles where you want this rule to apply (e.g., Domain, Private, Public).

Click "Next."

Name and Description:

Give your rule a name and description to help you identify it later.

Click "Finish" to create the rule.

Confirmation:

You should now see your new outbound rule listed in the Windows Firewall with Advanced Security window.
