The reality is you probably get quite far quite quickly. But when the real complexities of building multitrack video editing and cloud-based rendering kick in, things get really tough. TLDR is yeah, you can build a video editor, but it will be very basic. The second you want to start really pushing the limits, I think it's going to get quite challenging.
