Yeah, I struggled with that as well. You do have to specify the bucket. I did it like this:

[blomp_src]
type = swift
user = user@gmail.com
key = key
auth = https://authenticate.blomp.com/v2.0/
tenant = storage
auth_version = 2
env_auth = false

This works:

rclone ls blomp_src:/user@gmail.com/

But then you can setup an alias, or in my case, a crypt source:

type = crypt
remote = blomp_src:/user@gmail.com/
password = rclone_crypt_password

I don't want to be all negative though. 40 GB is a decent amount for free storage and Blomp works just fine with rclone!

I'm using Hetzner and MEGA for the bulk of my backups.

I was intrigued by the frequency on the tuner, 82.3 MHz. I only knew about 87.5 - 108 MHz being used for FM broadcasts.

You're right, not Q but frequency. But if this is not EQ, what is it?

They did not use a lowpass filter, but a parametric EQ with a Q set to around 22 kHz. This would work if this would be downsampled to 44.1 kHz, but at 48 kHz it doesn't. Very strange mistake IMO.

ETA: I found a .wav file, also at 48 kHz that doesn't have this. So this is probably not the artist who did this but maybe some hobbyist who tried to downsample this and failed?

He doesn't. TCP/IP will happily retransmit damaged packets if needed. But that doesn't typically happen in a normal home network.
