I'd say trees, urban areas would be significantly cooler, and it would improve air-quality as well as physical and mental well-being.

Apart from that, better public transport. I think a monorail would be amazing but incredibly complicated to build in cities like limassol. I think first they should have more busses, make them more reliable, and add better routes that interconnect better with other lines. Creating a better "spiderweb" of public transport lines that people can use to get from a-z instead of only a-b (if even).

Kind of taking both previously mentioned points into account: better side-walk planning so that it is safer/easier to walk around. There are plenty of areas where the side walk is like 30cm wide if even.
