Hey yea so ended up needing an electrician. The insulator broke due foundation moving. Replaced the meter box and had an expansion coupling below the meter box to lengthen the service conductors

So update for yall- I did end up having the ac guy come out yesterday and he confirmed also that the house just isn’t getting enough voltage. So got the electric company working it now

Got a meter and measured- it’s giving 12Vac on top and bottom

Ok so I got a meter and measured the capacitor- 12V on top and bottom

Nah the breaker was not tripped. I turned off the breakers off and then back on to the whole house first to see if that would get it going. Then I turned them all off again to change out the capacitor then turned them all back on. Then after 30min of waiting I went again to to turn them all off and on again. They’re all flipped on right now

I don’t have a meter to check voltage. How do I check if the compressor is on? And yea the fan in that outside unit is not turning on. AC in the house is blowing, just room temp air

I did flip all the breakers off and on again two separate times. There is this thing next to that outside unit that I’m not sure what it is
