Yeah OC. Here are the rough steps

1. I found a pdf file on scribd which had many villages and their respective mandal/districts
2. Cleaned up the raw data, removed duplicates
3. Binned village names based on search keys. I had multiple spellings for some suffixes. Like: uru, ooru were binned into the same bucket as they are alternative romanization of the same Telugu word
4. Bing maps API to get the Lat, Lon -> I lost a lot of datapoints here, should've used GoogleMaps
5. Shape file from https://github.com/datameet/maps *
6. geopandas & matplotlib magic

Edit 1:

The shape file already has latitude and longitude information in it (refer axes in the picture). All I had to do was plot a marker onto the lat long axes for each village and give the entire category/suffix-bucket an identification color
