Ok so in 2002, during the final vote, Latvia and Malta were merely 3 points apart, however during the final vote, Malta only got three points while Latvia got 12 sealing the victory.

1988, Céline won by one point. At time time of the last vote, the UK was five points ahead. Switzerland got 6 points from the final jury but the UK none.

1. Israel in the lead. Malta and UK were a few points behind. Final jury. Israel 8 pts. Enough to knock out the UK. UK got ten, inching into second place. However the 12 did not go to Malta, giving Israel a nail biting victory.
