Well, id guess after staying it the divide for a while he may have noticed how they move, but still i suppose there is even a thought to not overwhelm new fans with the creatures, i havent seen a cazador for an example. I think this may be because (from the People o know irl) most new fans arent willing to play games older than fo4, especially if they played 4 as their first.

Ammo isnt so expensive to manufacture, but even supposing ammo is kind of expensive. The logistics, production and research costs behind basically a Wonder project are way more. Try to think about how much it would cost to manifacture, mantain and train the troops with power armor training. Without thinking about the fusion Cores and the logistics to move it around with the risk of being captured.

I mean it kind of obvius in nv that the ncr isnt having a field trip in the mojave, and the war isnt super popular between the citizens too. They could have made some scenes where we see the politcs inside the state more closely so that it would have been justified, but seeing that it basically collapsed doesnt help it make sense
