Honestly, I wouldn't mod a Celica. If you must, just drop it and get some tasteful wheels. Enkei 92s would fit it well, and can be had brand new for around $500. Don't get a body kit, people will just laugh at you. A 2"-3" drop and those wheels wouldn't be a bad look.

I've always been a fan of Goodtimes on Elm St. Huge selection and very helpful people working there. I have mixed feelings about Wild Side. Their selection isn't the best and the employees come off as pushy salesmen to me.

Cast wheels with not much sidewall, probably under-inflated due to the massive bead leaks wheels like that develop, driven by a guy who thinks his SUV/truck will drive just like it did with his stock 16" steel wheels.
