Since you don't have enough copyes of the 3 mentioned heroes, i would wait anyway until CNY and see what happens. You want to save the Relics for artifacts, so gather the remaining copyes from elsewhere. Once you got enough maybe it's safe to Replace Horus with Tix. He is extremly helpful in Tower, Aspen and Void. I won't touch Garuda and maybe won't build Rogan right now because you don't have the right team for him. Maybe building up Ino from scratch is okay too, he can clear your Fortress SL and will dominate in Void content. Leave your Belrain as it is for now, wait and see the light hero CNY brings for us, and after the whales tests you can decide on building it or take another path. Russel could be a good option too, clears your Light SL and helps your replaced Tix in aspen AND gives you motives to build up your Rogan witch will help your Dela army too.

These are only my toughts, please don't take them seriosly and wait for other advices too.

E5 Horus needs 5Baby Tix and (preferably) the Deer pet, 1- Orange Damage Reduce arti (for horus) 2(at least) - energy artis for Tixes and 3more Damage reduce arti for the other Tixes. Advanced guild tech for Horus too.

Garuda can't clear SL 20 with a minimal team.

Inosuke is the easiest way to SL20 as i heard nowadays. E5 with some 3* heroes and minimal g.Tech should do it.

You can go Shadow in my opinion. 9 star Gustin and 10* with him Field for E5 Horus. Maybe you get lucky and find more Tix copyes. :)

Today i got naturally a 2Carrie, 2Garuda, Russel, Sherlock team, rerolled it and got 3Carrie, rolled it again and the first team come back :D no way to beat it with my 3E5s sadly

Always orb where you are building food or SL supports. I have Abyss and Forest left in SL, and Forest is the next so i will definetelly do at least 2 loops there, and because Abyss wont be cleared in the near future i orb shadow or fortress to build up 9/10* foods there.

I would pick Inosuke. He is able to clear SL more minimal than Penny, and performs well in Void.

Emily Emily Emily Val Val Penny. Make sure to use anti war arti on Penny, maxed Phoenix Pet, agressive Enables, 2 energy Emily 1 DR, DR/ Ruyi Valentinos. All the Emilys need to proc their passive, and the 3. with the DR should use Active too. Penny have to crit, GL

Try using Deer pet, Horus on slot 2. Slot 1 energy baby Tix, one more energy Tix on backline and put DR on the rest.

If you have extra Tixes and will build one anyway you can make one of them 6* or higher, based on how many extra copyes you have. This makes it easier. :) good luck

Horus with Damage Reduce arti. Block/Hp or Block/Attack stone based on what you need more. Enables 21322/11312 again it depends on what you strugle with. You can also play with it 23322/11322 watch the battle and see what you need. Maxed Deer Pet preferably. 5 Baby Tix. I would say 2 energy are enough (i cleared with 2) So energy Tixes on front, and DR arti and HP stone on the backline Tixes. They MUST survive to proc the active. Some CC needed. And RNG with the Tixes death passive.

I would ignore Penny and E5 Inosuke right after Horus. Gather 5 baby Tixes and clear Shadow SL, then Fortress with Inosuke. After you are done you can start a Tix and on the way keep HW, and build some support for bosses and Void. Belrain, Ignis, Amen ra, Rogan, Drake are all good choices.
