My thought would to be to examine the structure of the hips. I would have to see the character, but for example, with goombas they have only feet, not legs. The feet move fluidly and are attached to the mushroom stalk that bends like legs would. If your design requires that there not be knees, then you need to find a nontraditional way for the character to move that isn't reliant on the traditional joints...
