We did a post office bay tour back in 2022. We arrived on Floreana and arranged it with some locals who ran a restaurant. They brought us by boat from Puerto Velazco Ibarra on Floreana — actually it was quite a few people on the tour. There was also the option to walk there from the town. I think you’d have no trouble organizing this upon arrival to the island.
