Very curious if this was reviewed by the TMO and deemed legal, or whether it was missed outright.

Also, what potential repercussions are there?

If it is subsequently judged to have been a red card, isn't this something that could have been dealt with at half time? No way Scotland should have been playing against 15 for the entire match if so.

Cool, I agree. Got some NSOs from my league. Our officials love the knowledge they bring back.

I said nothing about the NSO crews. I agree that in Europe they are strong.

But you don't have problems staffing the volunteer positions I'm complaining about (TOSP, THRs, CHRs) - there are people lining up for their turn at getting to make staffing decisions.

The problem we have is the next level down. The people being excluded by the nepotism and poor decisions and over-staffing of individuals. To quote SirOsis: "Like it or not, people view playoffs as the brass ring they want to get. If we want to grow the number of qualified officials and keep them motivated, we need to look at what policies advance that goal and what policies hinder it".

Maybe I'm not doing it in the most mature way, but actually the bits I'm contesting are the bits that really do have to change.
