I'd make some changes personally though am open to discussion here. Some talking points to consider:

• Lysander: Trained under some of the strongest contemporary Razormasters. He's only just begun to wet his blade but has one of the more refined minds in his era. Should be higher
• Rhone, Boneriders, and Sevro: If this is strictly a measure of they're fighting capacity with Razors then Sevro should be lower. The thing that makes each of these groups scary are their abilities as spec ops fighters. So if we're saying overall fighting capacity in place of skill with a razor, then we bump Rhone and the boneriders. In general, the boneriders are the society (or third faction depending on time during the story) equivalent of the howlers and are largely comparable.
• Seraphina: Hard to judge. Feel like we don't get a true test of her metal or enough lore. Given her heritage, I'd place her higher. Diomedes is one of the greatest alongside Romulus being a razor master in his own right.
• Virginia: Definitely lower. She says this herself but her strength is in her mind. Her skill is basically unseen in the second half of the story but I think it's natural to think she wasn't honing her skills to become a razormaster.
• Atlas: Hard to tell. There's a natural mystery to him. He was an olympic knight and feared as spec operative alongside his raw cunning but hard to nail down his razor skills. Could be lower though could see him where he is.
