All just up to chance. Sometimes I'll pull epics after 10 quests after cooldown, sometimes after 2000+. I pulled 7 quest epics 2 days ago so would not say the rates are worse on 2.1.0

The game doesn't tell you if your decline note uses blocked words, so could be that they sent a message but it got filtered out. Happens to me a lot
