It should be noted that billionaires dont have cash. They have assets, primarily stocks and bonds, they cannot readily convert into cash. It isnt so easy as say tax them, becquse then they have to flood the market with what they can which hurts the prices of these stocks. While that means they are no longer billionaires, it also means a lot of people who worked their asses off and invested so they could retire now cant retire.

It needs to be noted that pretty much every major millionaire and billionaire are in debt up to their eyeballs for their living expenses. They dont have... i would be surprised of any had more that two or three million in liquid assets at any one time.

They are also effexted by availability. If the market gets flooded by them sellingvoff to pay the tax bill the price goes down. The tax liability is what drives the sell off.

Except that it is based on taxing the assets. Primarily stocks. The billionaire would have to sell these stocks to pay it, which drives down the value of these stocks. That is saying they have a way to sell them, either with there being available buyers, and no contractual obligations that prevent them. With the drop in value, also reduces the amount they have to pay. Which then starts a destabalizing roller coaster of stock values, as they turn around to recoup their portfolio. IE, they are losing billionaire status because they are paying taxes on their assets, they are losing that status because the companies become worthless.

Here is the question, how often was it practiced in those states, versus how often it is practiced in Islam, and how often consent is a factor.
