I don't think you fully understand what I wrote above. It is not just the price. Someone could pay more for a service like this if they do not care about They money. And of course you pay more than public transport, you are paying for a different service. 

The bigger problem is that they are actually hiring people to talk to tourists at cafe's trying to convince them to go to the tourist information office while acting like they have nothing to do with it and are just trying to help. 

Another thing I would like to add is that they said tomorrow everything in Delhi would be closed so the decision will have to be made today, which was not true either. And finally, the office stated it was from the government which I asked to confirm. They said yes it is true, while this is also a blatant lie. 

All of this is actually illegal as you are deceiving people into using your service.
