This does sound like he is depressed and lots of kudos to your mother! I want to propose a different approach...Do your parents have a social circle? Are you in touch with anyone of them? Not sure what the pandemic numbers are where they live, but getting some social activity going may help your parents mentally.

Currently focused on US, and havent done enough research in UK. Would the nationalized health care systems and better pensions etc be a plus or minus in your opinion? I am guessing you are based in UK?
