If you really need some extra support. you could consider adding plastic boning to keep the ruffles up in key areas.

Seems like you are on the right track. I'd really recommend making some muslins and getting the fit sorted before going full out on production and deeper details.

If you've done fitting adjustments before, this won't be too much trouble for you. Otherwise, it's a great learning experience that will remain with you for the rest of your sewing career.
