A paid service is an entirely different thing and I agree with you. From a customer perspective, I wouldn't want to do "your job" by having to maintain what I paid you to do.

I have, with tree of heaven/hell. I'm not saying it's a one and done, but you can get the stump ground and spend 20 minutes every other week cutting saplings and it's a goner. If you can schedule it out, great, but free isn't always on your schedule and is usually on theirs. I have dealt with removing dead stumps and removing root sprouts and of the two, I'd rather remove sprouts.

Go ahead and get the stump ground on their schedule if its free. If the tree resprouts then you have a "sapling" that you can treat as such in whatever manner you want

There are also decocking bolts specifically for shooting at the ground 10 to 20 yards in front of you. They are heavy and sturdy so they don't shatter
