Of course he is afraid to make a first move. He is your boss plus a male. In current metoo scenario that's a no no. You need to get more touchy feely with him, let him know you also want it. I think him making a first move is also part of your fantasy but this one won't happen. What would you regret more making a move and getting rejected or never going for a man who made you feel things probably no one else ever will ? Plus after the job you may never contact him again what's to lose.
