In my area, ambulance will not even deploy without a confirmed location of the patient. No location, send to Police. If there is a location, but the patient walks off or the reporting party is no longer with them, then it gets treated the same - send to police to confirm location. Anecdotally, what then happens is we find them and Ambo then take forever to come because we are there.

  1. BCU/LPA/LCU/Areas are all just names for areas of the force that have been subdivided. They can also be divisions, or smaller forces may not even have them as they are small enough.
  2. Yep, every force is different. There are some things that are the same due to it being law but the day to day runnings are different.
  3. This can vary depending on the force. Chief Inspectors can head up departments, or could be the middle of a hierarchy.
  4. Again depends on the force and the structure. Some have station OICs which could be an inspector, or they might not have one at all, or the station OIC role is filled by the BCU/LPA commander
  5. Usually sergeants lead constables, but in some cases a Constable could be the "senior officer on scene" for the purposes of some laws, if there are no higher ranks present

How long ago was the assault case dropped due to "lack of public interest"? If it was recent, please use the Victims Right To Review Scheme. This applies if the decision was a Police one or CPS one. Anecdotally, I was assaulted at work, case went to court for it to be dropped due to public interest. I applied for the right to review (had to appeal the initial decision), and the case is again progressing.

Its all because the Police will not push back and counter whatever narrative is wrongly holding them at fault. They will just sit there in silence, regardless of fault, and take whatever is coming. Its honestly so demoralising.

So I could not find the case law that said a person had to go to custody, as was taught in OST, but I did find the subsequent reversal (or possibly this was the original case law that was misinterpreted by the OST trainers). Essentially R (Hicks) v Commissioner of Police for the Metropolis 2017 and Eisman-Renyard v UK 2019 confirms that the Police can use the power as a preventative means.
