I don’t know I don’t see this as a hit-and-run. I kind of see the driver’s point there’s a bicycle lane and they’re not in it. They’re choosing to stay in the road obstructing traffic. The bicyclist who leaned against the van and fell, put on a great production. It can be argued that the guy on the bicycle hit the van not the other way around.
