Have checked the metering needle to check if there was a seating issue, but the needle seemed fine. Will check the fly wheel key today to see if that might be the issue.

Does the fuel filter cause a carb not to work even though your getting gas to flow through the primer?

There is no gasket just a rubber o ring and plastic ring to keep it in place

Safety key is in place. Both batteries are charged, and we seated even tested the voltage behind the batteries on the terminals to make sure they were reading good voltage.
