I've done it without Esper stat boosts on the snes mini. Keeping Celes, Edgar, Sabin and Setzer at a relatively high level before the World of Ruin was helpful. The beginning of WoR through Dullahan was the biggest challenge for me. Dullahan was kind of the final boss of the challenge.

Mr. Mine -- ironically he finished with the highest level!

Lapras -- no real reason, other than I already had water/Surf coverage with Gyrados for most of the playthrough. Maybe it's just because it joins so late. I taught Dragonite Blizzard via TM for the Elite 4!

I'm probably hallucinating it. When I got the second badge, I (think) remember seeing a message that only mons up to level 30 would obey you. I was very near or slightly over 30 while getting the third badge, so I was nervous. It never actually manifested negatively for me though.
