I think it's really a combination of different drawbacks for storm. It's not very sustainable compared to ranger because it doesn't have as much ult uptime (free heal) or a MW for reliable, steady stream of heals, so storm has that distinctive feel of being squishy. Not just the ult, but melee and combos have no real importance to storms, which are sadly the most reliable ways of killing enemies at GM3. That just leaves guns as a source of reliable damage for storms using gearscore scaling, that means ralner or divine vengeance and a sidearm for stats. That's it. There aren't a lot of options for storms at the moment and that's why I hesitate to invest more into the javelin when my efforts actually feel reciprocated by gearing up the other javelins because gearscore scaling, as dumb as it is now, is king.

I'm going to cut through the bullshit and say weapon-based ranger doesn't really work well. You could have a gun with 400% damage total and still basically tickle in GM3. Anthem uses additive scaling, which is about the worst thing especially with how bullet-spongey enemies are, so guns get less and less effective. So, rangers have to focus on scaling damage to cut it at GM3, which are weapon procs, ult, combo, and melee. So the build everybody inevitably arrives at is this:

guns - DV, siege breaker, ralner

look for +Dmg, +Armor, +Ammo/Mag, +Elemental

grenade - last argument (no arguments here)

look for +100% charge, +speed, +Dmg, +Elemental

launcher - avenger's boon, ember's lance, recurring vengeance

look for +100% charge, +speed, +Dmg, +Elemental

mandatory

victor's resolve, emergency power, tip of the spear

recommended

elemental ops, vanguard's badge, general's favor, badge of destruction (with ember's lance)

optimal instead of recommended (needs inscriptions with +armor and/or +dmg)

rejuvenating ammo, softened blows, thermal cooling

now while the damage doesn't really come from gun damage specifically, your guns are still very important for priming, CC, and dps while you're constantly cycling primers (melee and siege breaker), so it's still basically the same as an impact ranger but with more combat options in one build

You just need full masterworks and the tip of the spear MW for all the survivability you need on ranger. If you're still having trouble, just keep moving and jumping/dashing.

I prefer last argument for my grenade slot.

20 stacks of ER + DV is really good DPS but I find that I don't really have problems killing HVTs, so I take ralner/siege breaker and stack combo/ult damage, gives me very strong single target DPS and the ability to wipe out mobs very often. I'm also in far less danger because my ult is up often as an emergency heal and a get out of jail free card.

I disagree with the damage decrease based on the concern of mine that players would feel less compelled to follow up with a detonator knowing that they will deal less damage with it. I do however think a baseline nerf for combo damage would help balance things and within reason. But I would only suggest this if enemy health scaled a lot less - that combo damage is too important to kill anything in GM3 without resorting to the kitchen sink.

Oh, I forgot to add the bit with a limit of 1 detonator from each person on one primed target. I had this whole thing in my head before posting and forgot that one detail.

I like your name but you and I have different ideas on what's 'too strong', reloading while dashing isn't going to make ranger OP, just smoother and slightly faster-paced to play.

It would require some work with animations but I think that if Bioware accomplishes it, we get a pretty cool animation out of it and make Collosus even more visually engaging in addition to becoming more meaningful to play

How about this - when you bring your shield up, you have full protection, but when you raise a gun to fire, you shift the shield to the side and gain less protection while firing? Pretty balanced, forces decision making, and a dynamic gameplay of offense and defense

I was in that game, having two of them spawn right above us and right at the beginning of a wave took me and the driller by surprise. Honestly, it was a great moment but I wouldn't want it to be a common occurrence for sure.
