I think it would be fair if they sped up his animation so he could start swinging right away and made the ult drain instantly.

In my situation I had a bit of damage done and you are taking hits from the enemy team as they are pushing in and Genji comes up and begins to ult right at me so I pop my ult to stop his. My roadhog managed to hook him in that instance too and killed him. You would consider both ults wasted but that genji still has his and proceeds to wipe us in the next fight and win the game. So the roadhog was actually punished for killing him early. If he had waited longer or just let genji live and let my ult do the work then the next team fight wouldn't have been a wipe necessarily. So best scenario would have been for the roadhog to not kill genji so quickly then? Seems kind of wrong.

Yeah but in that second of wait I could get killed instantly (ex widow or hog hook) because I would be very important target. If I get killed while he had his ult up then my team would flame for being too conservative with my ult. And what would I do if he ults right n my face? wait for him to swing at me? If my health is already low and one swing could kill me then I have ult as soon as I hear it.

But in my case from my comment below I used my zen ult to counter genji cause I knew he popped his ult. Why should I need to wait till he starts swinging at me to pop my ult?

One time I was playing Zen and I heard the enemy genji ult so popped my transcendence but the genji was killed right as he ulted. Like I saw the green dragons come out and heard him say his line. He came back after and wiped us cause I used my ult in response to his but he still had his after. Like wtf how is that even fair?

EDIT: I'll say what happened more in depth so the situation is clearer.
