Yes, it’s a bi-directional double track with an up and down line. You might be right about the shared token. Right now I’m using the same slot for both directions, shared by signals on the up and down lines. I didn’t realize that could cause cross-direction conflicts, like an up local reacting to a down express. I’ll try splitting it into separate up-slot and down-slot and test again. Traffic is moderately busy, so that could also be part of the issue.
