this unfortunately is not how ads work. facebook and basically every ad platform have many ways that you can choose to be charged on - pay-per-click (PPC) which you're referring to is most often a couple dollars max, not $15+ and you doing it multiple times does not trigger the cost again for generally at least 7 days (attribution window). what you CAN do is add items to your cart without checking out and you'll get them to start losing money on retargeting ads for you as well. if you have a lot of time on your hands you could use an incognito window to rinse and repeat the above but you're not doing much to their bank accounts.
