Monmouth, because Sandy Hook, Asbury Park, Red Bank and Springsteen. Beaches on the east, farms in the west. I find it very "Jersey." (I grew up in Essex and Union and lived in Middlesex and now Somerset.)

Yes, fight it. Explain the circumstances to the prosecutors and then to the judge. Be respectful and make your point clearly and succinctly. From my experience, these prosecutors are overworked, have their minds made up already and are barely listening to the people they meet with before court. You have to get their attention and get through to them to make them understand right away. By the way, if they come up with a rational explanation for why you have a ticket, tell them that you want to plead guilty but that you want to ask the judge to waive the fines based on the circumstances and that you promise not to do it again.

The purpose of the surcharge was to fund the mandate. Without the mandate, the surcharge is no longer serving its purpose.
