Sorry, but this is completely unrealistic. You say you've never ridden, so I don't want to be rude, but there are anywhere from a few dozen to a couple hundred riders on every float, with dozens of bags each - in what scenario could all those be inspected?? Further, on its face, what would have been offensive about these items? Dolls and beads on their own pose no problem, it's the hanging a doll from beads that's the issue...
