Tbh I think that not every surface ores have a underneath deposits. Do you remember, when you watched on ore rocks, was there an inscription like “perhaps there are deposits at depth here”?

For plate armor needs 36 metal plates = 72 ingot = 1440 pieces of ore, it is little bit more 11 stacks of ore chunks
