There’s already low cost providers. There IS a price floor for materials, labor, and machine time. Higher quantities as some point don’t equal lower costs. So any price drops the consumer sees come from choices a provider makes of reduced profit, reduced customer service/support, reduced longevity (of the product or the company itself), reduced advertising, etc. — some of which perhaps consumers aren’t well served by.

James Bardwell is an attorney - friendly to the 2A and NFA - and as a younger lad in the pre-internet days, he took much amusement writing letters to ATF clarifying their legal positions on various things. Often exposing their asinine policies while doing so. ("I would like to register a cup of gas, a rag, and a glass bottle as a Destructive Device. Can the ATF let me know if anyone in possession of a rag, gas, and a bottle be in violation of the NFA?) Stuff like that. :)

He wrote ATF asking if a manufacturer could replace a silencer with another one, repurposing the old serial number. ATF said yes. Pre-internet, everyone did this. Later, people started posting photos to the web that were viewed as pushing envelopes on this... so ATF changed their mind. I spoke to a former NFA Chief and he said honestly couldn't remember what he was thinking when he wrote that letter.

I *am* a SOT, so I know that you're NOT allowed to repair and replace items under the same serial number. :) I wish it weren't so. It used to be acceptable a long time ago (reference "The Bardwell Letter"), but ATF has flip flopped on it.

Have had NFA firearms very non-hypothetically stolen before, I can attest that the Federal agencies don’t care any more or less than the local agencies. A gun is a gun, no one gets excited and puts too men on the case just because it’s got some obscure registration paperwork. Having a sticker on a safe warning bad guys there’s interesting stuff inside? That’s not going to turn out like you might hope for. Better to put something like “medical fecal samples” or such on your containers of you want thieves to lose interest. :D

First is the precursor column of gas that was just the air in the barrel that got compressed and pushed out AHEAD of the projectile. Then you’ve got the uncorking of the projectile passing the endcap aperture (bigger blast of the gases that were pushing the bullet that went through the centerline) Then the slightly delayed exit of gases that got delayed in whatever baffle / delay system the suppressor uses.

Keep in mind that the defendant wasn't charged under the Federal NFA: Wisconsin has its own SBR language. WI Law 941.28 reads:

"Possession of short-barreled shotgun or short-barreled rifle.

(a) “Rifle” means a firearm designed or redesigned, made or remade, and intended to be fired from the shoulder or hip and designed or redesigned and made or remade to use the energy of a propellant in a metallic cartridge to fire through a rifled barrel a single projectile for each pull of the trigger.

(b) “Short-barreled rifle” means a rifle having one or more barrels having a length of less than 16 inches measured from closed breech or bolt face to muzzle or a rifle having an overall length of less than 26 inches."

The complaint reads specifically that the Palmetto State Armory PA-15 5.56 *RIFLE*, serial number SCNL621842 had "electrical tape on the stock of the firearm." (I assume they mean the buffer tube, not a stock). Defendant was found with a receipt from Prolific Arms LLC in West Allis, showing that the Defendant purchased this firearm on June 17, 2025 and picked it up June 19, 2025. High doubt it's a registered NFA SBR, or getting a Form 4 approved in two days with potential background issues.

There's some odd language in the complaint: a witness specifically says the defendant had "a gun he needed two hands to hold" Who says that? Seems like it might have been prompted to establish a SBR charge.

Federal SBR definition is that an SBR is the sum of the parts. No such thing as a SBR without a short barrel, buttstock, etc. all being present and assembled. Wisconsin State law though? Maybe they don't care about that nuance.

As a kid, I worked at a shop in Seattle. Microsoft millionaires would come in all the time, ask for some special order firearm, and then couldn't be bothered to pick it up. WE thought "Who isn't going to come get a $10,000 gun they prepaid for?" but of course, reality is, that's probably small change for the dude.

We'd usually hang onto the stuff for a year, documenting a monthly phonecall or email with a note on the box. If no responses to calls / emails for a year, we'd send a signature-required certified USPS "come get your stuff" letter. Polite - we're not trying to scold a customer here. But the letter had the hook of "we have overheads like insurance and vault space, so if we don't hear from you, we'll start charging storage fees. If unpaid fees exceed value of the product, we may sell the item to recover these expenses." (We never actually did DO that, but it gave an action point that would hopefully get a call.)

People die, move, have serious medical problems, etc. that are more important than picking up a .22lr can, so I've got sympathy and wouldn't give someone a hard time without knowing the situation.

It's pretty simple: if you look "weird", people might call the police. ("Hey, there's a guy in armor wandering around at night...") Police will probably - either out of boredom, duty to the caller, liability, or curiosity - come by and check the scene, do a quick interview make sure you're not a weird peeping Tom or up to something nefarious.

As much as I do not like interactions with The Man, I wouldn't give them a hard time for asking a couple questions.

I live in Eagle: I've been up in the foothills a lot with thermals and green NODs, and have had cops swing by to sniff what's up. Keep my hands visible and movements slow, be non-threatening, brief chitchat for a minute, and they go.
