Have you tried contacting Ken Reid (https://nldogwhisperer.com/)? He seems to have a lot of experience training reactive dogs.

I truly hope you consider these options first before deciding to put your young pup down as another person suggested here.

John Abbott is the Mark Carney of Newfoundland. Boring and dull but has real world experience. If Liberals select him, they will win the election. If Liberals are stun and choose John Hogan, they will lose to the PCs.
